Financial Services Agency Organizational Restructuring
Overview
The Financial Services Agency will undertake organizational restructuring to address new challenges, including important policies, advances in digital technology in the financial sector, and more sophisticated monitoring of financial institutions. The restructuring will take effect on August 7, 2026, following the enforcement of the relevant Cabinet Order. The General Policy Bureau and the Supervisory Bureau will be reorganized into the Banking and Securities Supervisory Bureau and the Asset Management and Insurance Supervisory Bureau, while a Deputy Commissioner responsible for the Secretariat Division and newly established divisions will be created. Documents prepared by the General Policy Bureau, Planning and Markets Bureau, and Supervisory Bureau before August 6, 2026, and applications and other documents submitted to these three bureaus will remain valid even if they display the names of the former organizations. Submission destinations will follow the new-and-old organization comparison table in Annex 2.

Overview
In addition to supervising financial institutions and planning and formulating financial-related systems, the Financial Services Agency addresses the development of the Asset Management Nation initiative, advances in digital technology in the financial sector, and more sophisticated monitoring of financial institutions. The agency will undertake organizational restructuring to create an environment that enables it to respond more precisely to these new challenges in financial administration.
This restructuring is based on a Cabinet Order partially amending the Order for Organization of the Financial Services Agency and related measures.
Impact
Documents prepared by the General Policy Bureau, Planning and Markets Bureau, and Supervisory Bureau before August 6, 2026, will remain valid even if they display the names of the former organizations. Applications and other documents submitted to these three bureaus will also remain valid if they display the names of the former organizations after August 7, 2026.
Details
The General Policy Bureau and the Supervisory Bureau will be reorganized into the Banking and Securities Supervisory Bureau and the Asset Management and Insurance Supervisory Bureau. The Senior Deputy Commissioner for General Affairs will be renamed the Senior Deputy Commissioner for Supervision and will conduct operations in coordination with both supervisory bureaus. A Deputy Commissioner responsible for the Secretariat Division will be newly established and assigned responsibility for agency-wide planning and overall coordination of financial administration.
Five new divisions will be established: the International Affairs Division, Credit Division, Postal Financial Services Division, Funds Settlement Division, and Crypto-Asset and Stablecoin Division.
“Before the organizational restructuring” means before August 6, 2026. When submitting applications or other documents based on documents prepared by the General Policy Bureau, Planning and Markets Bureau, or Supervisory Bureau during that period, the documents must be submitted to the departments after the restructuring in accordance with Annex 2, “New-and-Old Organization Comparison Table.” No changes will be made to the organizations or areas of responsibility of the Securities and Exchange Surveillance Commission, Certified Public Accountants and Auditing Oversight Board, or Local Finance Bureaus.
