Overview
The Cabinet Office and the Financial Services Agency jointly announced the opening of a consultation center and the establishment of a recovery support fund as measures to assist businesses affected by the 2026 Kumamoto Earthquake. The fund aims to address multiple-debt problems in which existing obligations from past disasters and other causes make it difficult to obtain new financing.
Impact
Affected businesses will be able to receive a range of advice, including financing support for recovery and reconstruction. The consultation center will also help connect them to fund services such as debt purchases.
Details
The Kumamoto Chamber of Commerce will operate the consultation center, located on the third floor of the Kumamoto Chamber of Commerce Building at 10 Yokokonyacho, Chuo Ward, Kumamoto City, Kumamoto Prefecture. The phone number is 096-311-1288. Its main services will be a one-stop consultation desk introducing relevant support organizations and programs, and assistance with preparing business and restructuring plans. A consultation desk is also planned for Yatsushiro City.
The consultation center will open on Friday, October 9, and begin offering advice that same day.
SMRJ and REVIC will establish the fund jointly with regional financial institutions and others, based on the “Package to Support the Livelihoods and Businesses of Disaster Victims” (decided on August 27, 2026, by the 2026 Kumamoto Earthquake Emergency Disaster Response Headquarters). The document refers to it as the “2026 Kumamoto Earthquake Recovery Support Fund (provisional name).”
