Construction Physical AI Consortium Seeks Members
Overview
The Ministry of Land, Infrastructure, Transport and Tourism established an industry-academia-government consortium to accelerate the social implementation of Physical AI in civil engineering fields such as rivers and roads, and has opened its first recruitment for general and project members. The first recruitment period closes at 5:00 p.m. on November 6, 2026. An online briefing for prospective participants will be held on October 21. Applications will continue to be accepted on an ongoing basis after the first round. Project membership will be decided following deliberation by the Planning and Steering Committee.

Overview
In September 2026, the Ministry of Land, Infrastructure, Transport and Tourism published the “Physical AI Strategy for the Construction Sector (Interim Summary).” The strategy covers civil engineering fields such as rivers and roads, and sets out basic principles for adoption and social implementation, approaches to development and implementation, and priority areas for action.
The consortium aims to establish areas for collaboration, including data, development infrastructure, safety, evaluation, and institutional frameworks, through industry-academia-government cooperation; share knowledge gained through demonstrations and implementation; and address cross-industry challenges.
Details
Eligible applicants include companies, organizations, experts, relevant ministries and agencies, local governments, research institutions, and other related organizations. General members cooperate by providing shareable technical information and knowledge gained through activities, and by assisting with surveys of Physical AI needs and available technologies. Project members take part in project teams that conduct detailed reviews of topics identified by members as requiring further consideration.
Applications must follow the attached “Recruitment Guidelines.” Project applicants should describe their related development technologies and technologies they possess, as well as their preferred target tasks, role on the team, and proposed contributions. After the first round, both categories will continue to accept applications on an ongoing basis following the first consortium plenary meeting. However, because project membership is decided through deliberation by the Planning and Steering Committee, decisions on applications submitted after the initial period may take time. The first plenary meeting is scheduled for late November 2026.
The briefing will be held online via Microsoft Teams for companies and others considering participation. Those wishing to attend should apply by email during the registration period, providing their name, company and department or organization, and telephone number. Personal information will be managed appropriately and used only for necessary purposes. Applications should be sent to the Advanced Construction Technology Center, the consortium secretariat’s contractor.
At plenary meetings, members share activity policies and results. The Planning and Steering Committee deliberates and decides on overall activity policies and operational matters. Project teams conduct practical reviews in their respective fields, design and carry out demonstrations, and prepare draft deliverables such as specifications and guidelines.
