Agriculture, Forestry and Fisheries GX Technology Overseas Expansion Package
Overview
The Ministry of Agriculture, Forestry and Fisheries revised and published the “Agriculture, Forestry and Fisheries GHG Emissions Reduction Technology Overseas Expansion Package,” formulated in May 2025, as the “Agriculture, Forestry and Fisheries GX Technology Overseas Expansion Package.” In addition to conventional GHG emissions reduction technologies, technologies contributing to climate change adaptation, the circular economy, biodiversity conservation, and related objectives are classified as GX technologies, with biostimulants, plant factories, land-based aquaculture, forest-based Eco-DRR, and the circular use of unused resources and by-products added to the scope. The package also adds analyses of GHG emissions reduction potential by target country, as well as budgets, services, and financing and investment that can support overseas expansion. Through communications at COP31 and other venues and stronger cooperation among relevant stakeholders, the initiative will promote the formation and implementation of concrete projects.

Overview
The Ministry of Agriculture, Forestry and Fisheries revised and published the “Agriculture, Forestry and Fisheries GHG Emissions Reduction Technology Overseas Expansion Package,” formulated in May 2025, as the “Agriculture, Forestry and Fisheries GX Technology Overseas Expansion Package.”
GX technologies include technologies that contribute to climate change adaptation, the circular economy, biodiversity conservation, and related objectives, in addition to GHG emissions reduction.
Impact
The measures are intended to attract decarbonization investment in the agriculture, forestry, fisheries, and food sectors, expand the markets of Japanese companies working on climate change businesses, and improve food security in the world and Japan.
Going forward, the initiative aims to contribute to resolving global food security and environmental challenges by utilizing Japanese GX technologies, attract GX investment, and expand the overseas markets of Japanese companies.
Details
Biostimulants, plant factories, land-based aquaculture, forest-based Eco-DRR, and the circular use of unused resources and by-products were added as target technologies.
For alternate wetting and drying (AWD), biochar application to agricultural land, and biological nitrification inhibition (BNI), the package analyzes GHG emissions reduction potential in each country surveyed and adds budgets, services, and financing and investment that can support overseas expansion.
Through communications at COP31 and other venues and the activities of the Midori GX Overseas Expansion Consortium, the initiative will strengthen cooperation among companies, financial institutions, research institutions, relevant ministries and agencies, and other stakeholders, promoting the formation and implementation of concrete projects.
