FY2025 Results on Employer Abuse of Persons with Disabilities

The Ministry of Health, Labour and Welfare compiled and published the Results on Employer Abuse of Persons with Disabilities in FY2025. Under the Act on the Prevention of Abuse of Persons with Disabilities, Prefectural Labour Bureaus are working with local governments to prevent abuse by so-called employers, including business owners who employ persons with disabilities and workplace supervisors, and to provide corrective guidance under relevant laws when abuse occurs.

Persons with disabilities here include persons with physical, intellectual, or mental disabilities, including developmental disabilities, and also include those who have not obtained a disability certificate.

In FY2025, the numbers of establishments and persons with disabilities where abuse was confirmed decreased, while economic abuse was the most common type of confirmed abuse. In response to these results, the Ministry of Health, Labour and Welfare will continue working to prevent employer abuse of persons with disabilities while pursuing close cooperation with local governments.

The number of establishments with reports and notifications was 1,663, up 4.4 percent from the previous fiscal year, while the number of persons with disabilities covered was 1,953, up 6.9 percent. The number of establishments where abuse was confirmed was 421, down 3.0 percent, and the number of persons with disabilities was 610, down 6.4 percent. Among confirmed cases of abuse, economic abuse was the most common, involving 521 people (83.1 percent).

Establishment numbers are counted more than once when the timing or content of reports and notifications differs. When multiple types of abuse are confirmed for one person experiencing abuse, the types of abuse are also counted more than once.
