On September 4, 2026, the Ministry of Agriculture, Forestry and Fisheries announced the certification of a development and supply implementation plan under the Act on Promotion of the Utilization of Smart Agricultural Technologies for Improving Agricultural Productivity (Act No. 63 of 2024). A new certification was granted for one business operator, and a change to the plan of one previously certified business operator was also certified.
The Act establishes a system under which the Minister of Agriculture, Forestry and Fisheries certifies plans for developing smart agricultural technologies and other technologies of particularly high necessity in agriculture, and disseminating their results. Certified business operators can receive financial, tax, and other support measures.

The applicant for the new certification is Holt Plan LLC. For greenhouse cultivation of strawberries and other crops, it will develop and supply an environmental control system that locally controls four elements—temperature, humidity, CO2 concentration, and airflow—and combines effective temperature and humidity control, including cooling with a water-source heat pump.
This plan falls under the advanced control of the greenhouse environment through local CO2 application and other measures in cultivation management for greenhouse vegetables and flowers, and its technology is considered to contribute to a 30% increase in value added.
For Root Co., Ltd., the application to change the development and supply implementation plan certified in December 2024 was reviewed, and the change was certified as meeting the requirements.
