The FSA published a proposed partial revision of the “Supervisory Guidelines for Small-Amount and Short-Term Insurers” related to the 2025 revision of the Insurance Business Act and solicited comments broadly. The comment period ran from March 19, 2026, to April 19, 2026.
The revision reflects the recommendations of the report published on June 25, 2024, by the Expert Meeting on Structural Issues and Competition in the Non-Life Insurance Business, and the report published on December 25, 2024, by the Financial System Council’s Working Group on Systems and Other Matters Concerning the Non-Life Insurance Business.

The purpose of the revision is to make the necessary changes to the “Comprehensive Supervisory Guidelines for Insurance Companies (Separate Volume) (Supervisory Guidelines for Small-Amount and Short-Term Insurers)” to ensure appropriate comparative and recommended sales by multi-company agencies.
