Provisional Anti-Dumping Duties on South Korean and Chinese Steel

The Ministry of Economy, Trade and Industry and the Ministry of Finance have investigated whether anti-dumping duties should be imposed on hot-dip galvanized steel strips and sheets originating in South Korea and China. The investigation led to the presumption that dumping imports and material injury to Japan's domestic industry had occurred, and a provisional determination was made on July 24, 2026.

On July 30, 2026, the Special Tariff Measures Subcommittee of the Tariff Division of the Council on Customs, Foreign Exchange and Other Transactions recommended, based on the facts identified in the investigation, that it would be appropriate to impose provisional anti-dumping duties on the products concerned.

Provisional anti-dumping duties will be imposed on hot-dip galvanized steel strips and sheets originating in South Korea and China from August 8 through December 7, 2026.

The ordinance establishes provisional duties on the imports concerned because they were deemed necessary to protect Japan's domestic industry.

The ordinance is titled “Ordinance on Provisional Anti-Dumping Duties Imposed on Hot-Dip Galvanized Steel Strips and Sheets.” The investigation conducted following the submission of an application found that dumping imports of the products concerned and material injury to Japan's domestic industry could be presumed.

The products concerned originate in South Korea and China, excluding Hong Kong and Macao. They are steel strips and sheets coated on their surfaces with hot-dip galvanized zinc to provide corrosion protection.

The products concerned are used mainly as raw materials for manufacturing building materials such as guardrails, housing, and fences, as well as components for electrical equipment such as refrigerators.
