Press Release: IPA Establishes Digital & AI Systems Design Center

IPA has identified “providing digital infrastructure” as one of the three businesses in its Fifth Medium-Term Plan. It has promoted architecture design for society-wide systems, worked on data-sharing infrastructure, software engineering, and digital transformation (DX), and advanced infrastructure development toward realizing a digital society.

In an AI-first society, where AI is embedded in work and daily life, social infrastructure must be designed, implemented, and operated as an integrated whole. It must determine who uses what quality and meaning of data, under which conditions, with which AI or systems, and under what allocation of responsibility and fairness, in addition to developing data flows, APIs, and guidelines.

To meet this need, IPA established DADC to create common infrastructure with portability, continuity, and auditability, and to transform it into trustworthy social implementation. DADC is positioned as IPA’s core organization connecting people, technology, data, trust, and institutions with one another.

Through initiatives that use AI and data, DADC will contribute to realizing a sustainable and trustworthy digital society.

DADC will function as the core organization of IPA, the “Innovation Platform Agency,” connecting people, technology, data, trust, and institutions with one another and making them function as infrastructure for society as a whole.

The new center is named the “Digital & AI Systems Design Center (Digital & AI Systems Design Center: DADC).” The name embodies the concept of designing entire complex social systems based on digital technologies and AI, the continuity of the former DADC initiative, and the center’s new role as a core organization for digital transformation in an AI-first society.

The center director is Yutaka Saito, who also serves as president of IPA. Its vision is to design and implement a social architecture in which everyone can confidently maximize the value of AI and data and demonstrate their abilities and potential.

Its mission is to connect policy, institutions, operations, technology, organizations, and industries in an AI-first society, and transform trustworthy data circulation, AI utilization, cyber-physical systems (CPS) coordination, and cloud concepts and design into sustainable social implementation.

DADC will collaborate with relevant organizations, including the national government and local governments, private companies, and academic and research institutions, to advance architecture design using AI and data, development of common infrastructure, social implementation, and the dissemination of knowledge in an integrated manner. Through these efforts, it will support the digital transformation of society and industry in an AI-first society.
