Directions for Systems Under the Revised Mobile Phone Misuse Prevention Act

“Directions for Institutional Development Under the Revised Mobile Phone Misuse Prevention Act” addresses institutional development for enforcing the revised Act concerning identity verification of subscribers and others by mobile voice communications operators and the prevention of misuse of mobile voice communications services. The revised Act was enacted and promulgated as a measure responding to the diversification and increasing sophistication of misuse involving telecommunications services for mobile communication devices in recent years, with some of the specific institutional details delegated to Ministry of Internal Affairs and Communications ordinances.

The discussions on institutional development were conducted based on the “Comprehensive Measures 2.0 for Protecting People from Fraud,” decided by the Ministerial Meeting on Crime Control on April 22, 2025, as well as reports compiled by the study group and other materials.

The Study Group on Developing the Use Environment for ICT Services, chaired by Joju Shishido, Professor at the University of Tokyo Graduate Schools for Law and Politics, and its Working Group on Countermeasures Against Improper Use, led by Kazuko Otani, Advisor at the Japan Research Institute, discussed institutional development from July 2026 onward.

The results of the discussions were compiled at the 14th meeting of the working group, held on July 22, 2026, and reported to the 11th meeting of the study group through email deliberations. The 11th meeting of the study group took place from July 27 through July 31 of the same year, and the results have now been published as shown in the attached document.
