Green Steel Trials in MLIT Civil Engineering Projects
Overview
The steel industry accounts for the largest share, approximately 35%, of CO₂ emissions from Japan’s manufacturing sector, making GX especially necessary. In coordination with the Ministry of Economy, Trade and Industry’s investigation of CFP and other factors in public works using green steel, the Ministry of Land, Infrastructure, Transport and Tourism will conduct “green steel trial projects” in the civil engineering projects it commissions. Toward full-scale use in public works from 2030 onward, additional trial projects will be introduced sequentially this fiscal year to accumulate knowledge about green steel distribution and GX value. Trial applications include steel sheet piles and thick bridge plates, with direct-administered projects in Hokkaido, Gifu Prefecture, Mie Prefecture, Hiroshima Prefecture, and Kochi Prefecture given as examples.

On July 31, 2026, the Ministry of Land, Infrastructure, Transport and Tourism announced that, in coordination with the Ministry of Economy, Trade and Industry’s investigation of public works using green steel, it would conduct “green steel trial projects” in the civil engineering projects it commissions. The steel industry accounts for the largest share, approximately 35%, of CO₂ emissions from Japan’s manufacturing sector, making GX especially necessary.
Green steel is steel material produced with reduced CO₂ emissions during manufacturing. By using it on a trial basis in public works and investigating CO₂ emissions and other factors, including those from the manufacturing stage, the government will accumulate knowledge toward full-scale use in public works from 2030 onward.
