Employment Insurance Daily Benefits Change August 1

Employment insurance basic allowances are paid so that workers who have left their jobs can pursue reemployment without worrying about their livelihood during unemployment. The basic allowance daily amount is the amount paid per day, calculated based on wages before leaving employment, while the number of payable days is determined according to factors such as the reason for leaving employment and age.

This revision is due to the approximately 2.7% increase in average wages in fiscal 2025 compared with fiscal 2024 and the application of the daily minimum wage.

The increases in the maximum and minimum amounts will change the daily benefit ceilings or floors for eligible unemployed workers. Depending on their age category and wages before leaving employment, people who have left their jobs will receive livelihood support during unemployment and assistance with reemployment activities based on the new levels.

The maximum amount will be 7,830 yen, up from 7,623 yen, for those aged 60 to under 65; 9,110 yen, up from 8,870 yen, for those aged 45 to under 60; 8,270 yen, up from 8,055 yen, for those aged 30 to under 45; and 7,450 yen, up from 7,255 yen, for those under age 30. The minimum amount will increase from 2,411 yen to 2,562 yen.

The minimum amount is calculated by multiplying the nationwide weighted average of regional minimum wages, 1,121 yen, by 20, dividing by 7, and multiplying by the 80% basic allowance benefit rate. The formula is 1,121 yen × 20 ÷ 7 × 0.8 = 2,562 yen. If this amount is below the daily minimum wage, the daily minimum wage is used as the minimum basic allowance daily amount.

The maximum and minimum wage daily amounts used as the basis for calculating the basic allowance daily amount are revised each fiscal year in response to changes in average wages. This change applies from August 1, 2026.
