Government Policy for Foreign Nationals and Orderly Coexistence

On July 24, 2026, Chief Cabinet Secretary Kihara held the third ministerial meeting and discussed progress on the comprehensive measures compiled in January of this year and the direction of future efforts.

While steadily advancing existing measures concerning the acceptance of foreign nationals and orderly coexistence, the government will consider in an integrated manner institutional improvements related to management systems, learning support, acceptance policies, and land use.

The relevant ministers were asked to continue steadily advancing the initiatives included in the comprehensive measures and to consider the necessary related budget toward next fiscal year's preliminary budget requests.

Based on the meeting, the government as a whole will consider initiatives concerning the acceptance of foreign nationals and orderly coexistence, and the relevant ministers will advance measures in their respective areas of responsibility.

The relevant ministers were asked to promptly implement urgent organizational strengthening of the Immigration Services Agency. The Minister of Justice will advance discussions in an expert council on creating programs to learn Japanese and Japan's institutions, rules, and related matters, and will consider them in coordination with the Minister of Education, Culture, Sports, Science and Technology and others.

The minister responsible for promoting an orderly coexistence society with foreign nationals will conduct future projections and have the government as a whole consider a basic policy for accepting foreign nationals so that it can be compiled during this fiscal year, taking into account the optimization of residence management and the effects of learning programs. Consistency with the comprehensive strategy of the Population Strategy Headquarters will also be ensured.

Consideration of rules concerning land acquisition and related matters for national security will be accelerated toward compilation in summer of this year. The Minister of Land, Infrastructure, Transport and Tourism will advance institutional improvements, including legislation, concerning rules for groundwater conservation and use and the appropriate use of national land.
