Cabinet Approves FY2026 Plan for Special Port Facilities

The Ministry of Land, Infrastructure, Transport and Tourism announced that the FY2026 Basic Plan for the Special Port Facilities Development Project under the Port Development Promotion Act had been approved by the Cabinet. The plan covers 73 ports nationwide and allocates approximately 76.2 billion yen to develop cargo-handling equipment, wharf land, and other facilities.

By arranging the provision of funds under the plan, the plan will facilitate funding for port administrators to advance necessary facility development. As a result, it will support infrastructure development for port cargo handling and transport activities, as well as land development that supports industrial development in coastal areas.

The basic plan is established by the Minister of Land, Infrastructure, Transport and Tourism for each fiscal year to facilitate the procurement of funds for Special Port Facilities Development Projects undertaken by port administrators. Its formulation requires deliberation by the Council for Transport Policy, and the system requires Cabinet approval. After approval, the Minister of Land, Infrastructure, Transport and Tourism arranges the provision of funds based on the plan.

The covered projects are divided into two categories. Port Function Facility Development Projects develop sheds, cargo-handling equipment, wharf land, and other facilities in conjunction with the development of quays and similar infrastructure. Coastal Land Creation Projects create port-related land, industrial land, and other areas. Port administrators finance the projects through local bonds and repay them with facility-use fee revenue, land-sale proceeds, and other income.
