Japan and ADB Agree to Establish WISER Water Fund

On July 21, 2026, Minister Katayama of Japan and ADB President Kanda agreed to establish WISER.

Expanding access to safe water and sanitation services is a challenge in the Asia-Pacific region. Water-related risks, including floods and droughts, are also increasing due to climate change, raising the importance of sustainable and resilient water systems.

The fund aims to deepen cooperation among Japan, ADB, and partner countries in the Asia-Pacific region and contribute to sustainable development throughout the region.

The establishment, development, and implementation of projects under the fund are expected to strengthen cooperation between ADB and Japan in preparation for the 60th ADB Aichi-Nagoya General Meeting in 2027 and beyond.

Japan has accumulated knowledge and experience in the efficient operation of water supply and sewerage services, sanitation improvement through the use of septic tanks, and preparedness for and response to water-related disasters. Interest in technologies from Japanese companies and local governments is also growing across countries in the region.

WISER will leverage Japan’s knowledge and technologies to promote ADB support for project development, human resources development, institutional improvement, and technical cooperation.

Japan, ADB, and partner countries in the Asia-Pacific region will deepen cooperation by leveraging their respective strengths, while Japan will share its experience in coordination with the relevant ministries and agencies.
