Bills Submitted to the 221st Diet (Special Session)

The source is a list of bills submitted to the Diet concerning the Ministry of Defense and the Japan Self-Defense Forces. For each Diet session, it organizes the submission date, law name, available materials, and notes on the promulgation of laws enacted from the bills. The sessions covered are the 221st Diet (Special Session), 219th Diet (Extraordinary Session), 217th Diet (Ordinary Session), 216th Diet (Extraordinary Session), 213th Diet (Ordinary Session), 212th Diet (Extraordinary Session), and 211th Diet (Ordinary Session).

The bills address subjects ranging from the duties of reserve Self-Defense personnel and others, the organization of the Ministry of Defense, compensation for Ministry of Defense personnel, reciprocal access and cooperation with foreign armed forces, activities of the Self-Defense Forces and others using radio waves, specified defense procurement, and the foundation for developing and producing equipment and other items.

At the 221st Diet (Special Session), on April 3, Reiwa 8, the “Act on Special Exceptions to the Concurrent Employment of National and Local Public Employees to Facilitate the Smooth Performance of Duties by Reserve Self-Defense Personnel and Others” was submitted, and the enacted law was promulgated on June 17, Reiwa 8, as Law No. 40 of Reiwa 8. In addition, on March 6, Reiwa 8, the “Bill Amending Part of the Ministry of Defense Establishment Act and Related Laws” was submitted, and the enacted law was promulgated on July 3, Reiwa 8, as Law No. 53 of Reiwa 8.

At the 219th Diet (Extraordinary Session), on December 8, Reiwa 7, the “Act Partially Amending the Act on Compensation and Other Matters for Ministry of Defense Personnel” was submitted and promulgated on December 24 of the same year as Law No. 95 of Reiwa 7. At the 217th Diet (Ordinary Session), a bill concerning agreement implementation was submitted on March 14 of Reiwa 7, and the “Bill Amending Part of the Ministry of Defense Establishment Act and Related Laws” was submitted on February 12 of the same year. They were promulgated as Law No. 26 of Reiwa 7 on April 23 and Law No. 44 of Reiwa 7 on May 28, respectively.

At the 216th Diet (Extraordinary Session), on December 9, Reiwa 6, an act amending compensation and related matters was submitted and promulgated on December 25 of the same year as Law No. 78 of Reiwa 6. At the 213th Diet (Ordinary Session), a bill concerning radio-wave propagation obstacles was submitted on March 1 of the same year, and a bill amending the Act on Special Measures concerning Specified Defense Procurement and the “Act Partially Amending the Ministry of Defense Establishment Act and Related Laws” were submitted on February 9. The latter two were promulgated as Law No. 7 of the same year on March 30 and Law No. 24 of the same year on May 17, respectively.

At the 212th Diet (Extraordinary Session), on October 20, Reiwa 5, an act amending compensation and related matters was submitted and promulgated on November 24 as Law No. 78 of Reiwa 5. At the 211th Diet (Ordinary Session), the respective acts implementing agreements with Australia and the United Kingdom of Great Britain and Northern Ireland were submitted on February 28, and the “Act Partially Amending the Ministry of Defense Establishment Act” and the Act on Strengthening the Development and Production Base for Equipment and Other Items were submitted on February 10. The former was promulgated on April 21 as Law No. 13 of Reiwa 5.
