Overview
Since 2019, the Information-Technology Promotion Agency (IPA), an independent administrative agency, has analyzed company-submitted DX Promotion Index self-assessment results and published a report each year. The current report, Analysis Report on DX Promotion Index Self-Assessment Results (2025 Edition), was compiled to understand the state and actual conditions of DX at Japanese companies.
The analysis covered the period from January 1, 2025, through December 31, 2025. Of the 1,241 results submitted during that period, 1,164 were included after duplicates and incomplete submissions were excluded.
Impact
IPA says it will continue monitoring and analysis to help shape appropriate policies for promoting DX.
Details
The distribution of average current scores was largest for at least Level 1 and below Level 2, followed by at least Level 2 and below Level 3. Company counts by level were 209 at least Level 0 and below Level 1, 393 at least Level 1 and below Level 2, 371 at least Level 2 and below Level 3, 153 at least Level 3 and below Level 4, and 38 at Level 4 or higher. IPA says DX promotion at many companies remains limited to “sporadic and strategic implementation in some areas.”
The difference between the average target score of 3.51 and the average current score of 1.98 across all companies was 1.53. For management-perspective indicators, the current score was 1.98 and the target score was 3.51; for IT-perspective indicators, the current score was 1.97 and the target score was 3.50.
The report also analyzes characteristics of small and medium-sized enterprises, leading companies (those with an average current score of 3 or higher across all indicators), companies certified under the DX Certification System, and companies that submitted the indicators for 2 consecutive years. IPA concluded that to achieve their targets, companies need to set goals and take action by advancing both “management systems for DX” and “the development of IT systems as their foundation.” The report can be downloaded from the IPA website.
The DX Promotion Index was revised in February 2026 based on the Digital Governance Code 3.0, and submissions for self-assessments using the new indicators began in April of the same year. The revision incorporated data use and sharing, digital talent development and recruitment, and cybersecurity. The index assesses 35 items on a 6-level scale from 0 to 5, defining Level 0 as “not started” and Level 5 as the standard for a digital company capable of winning global competition.
