This is a critical welfare policy survey report from the Children and Families Agency's rapid assessment survey of residential facilities for children with disabilities, conducted to analyze the support situation and challenges at disability facilities nationwide. The survey was conducted from March to May 2025, targeting 203 residential facilities for children with disabilities across Japan, and serves as fundamental data for improving the quality of support for children with disabilities and advancing institutional reforms.
Regarding the overview of facilities and children in residence, the number of children in residential care nationwide was 5,847 at the time of the survey, representing an increase of 224 children from the previous survey (2022: 5,623 children). By disability type, children with intellectual disabilities were the most numerous at 2,834 (48.5%), followed by children with developmental disabilities at 1,456 (24.9%), and children with severe motor and intellectual disabilities at 987 (16.9%). In terms of age distribution, the largest group was 12-15 years old with 2,108 children (36.1%), followed by 16-18 years old with 1,754 children (30.0%), indicating that school-age children constitute the majority.
