Japan Enacts and Revises JIS Standards for October 2026
Overview
In October 2026, the Ministry of Economy, Trade and Industry enacted 9 JIS standards and revised 12. All items this month resulted from deliberations by the Japanese Industrial Standards Committee, with no proposals submitted by accredited industrial standards development organizations. The featured standard, JIS S 4052, specifies a test method for measuring the mechanical properties of synthetic fiber cosmetic brushes. Using bending stiffness and friction force as indicators, it quantifies the feel in use that had previously relied on human senses. Testing based on this JIS is expected to help promote new product development and improve quality control.
Key points
- This month, 9 JIS standards were enacted and 12 were revised.
- JIS S 4052 specifies a method for measuring the mechanical properties of synthetic fiber cosmetic brushes.
- It quantifies the feel in use of cosmetic brushes using bending stiffness and friction force as indicators.
Overview
The Japanese Industrial Standards (JIS) are national standards based on the Industrial Standardization Act (JIS Act). They specify the types, quality, and performance of products, data, and services, as well as test and evaluation methods for verification. They are used by manufacturers and service providers in production and service delivery, and by consumers and others in obtaining and using products and services. Relevant ministries establish or revise them as needed in light of technological progress and changes in social conditions.
The responsible minister enacts or revises standards after deliberation and a resolution by the Japanese Industrial Standards Committee (JISC). Drafts prepared by accredited industrial standards development organizations can be enacted or revised promptly by the responsible minister without deliberation by the committee.
All standards enacted or revised this month were revisions following deliberation by the Japanese Industrial Standards Committee, and no proposals were submitted by accredited industrial standards development organizations.
Impact
Implementing the test method based on this JIS is expected to help promote new product development and improve quality control.
Details
For cosmetic brushes, the feel in use as a bundle is considered important in addition to the properties of the fibers themselves. Methods existed for examining the physical properties and composition of individual fibers, but no practical test method had been established to evaluate the feel when fiber bundles were actually used.
JIS S 4052 was enacted using the New Market Creation Type Standardization System. The system supports standardization of technologies and services spanning multiple relevant organizations, and of advanced technologies held by specific companies, areas that are difficult to advance through conventional standardization processes.
The standard focuses on bending stiffness, which contributes to a firm feel, and friction force, which contributes to smoothness. It establishes a test method that quantifies the feel in use, previously based on human senses, as one indicator for objective evaluation.
