The Ministry of Economy, Trade and Industry, the New Energy and Industrial Technology Development Organization (NEDO), and the Digital & AI Systems Design Center (DADC) of the Information-technology Promotion Agency (IPA) are advancing efforts under the Digital Lifeline National Comprehensive Development Plan to bring the benefits of digital technology to communities nationwide despite a declining population.
Four advance projects are underway: drone corridors, Infrastructure Management DX, roads supporting autonomous driving services, and the Oku-Noto version of the Digital Lifeline.
The draft Infrastructure Management DX Guidelines, Version 1.0, were prepared to help utility providers in electricity, gas, telecommunications, water supply, and sewerage, along with data preparation organizations, collaborate on improving operational efficiency and creating services.

Details
The guidelines set out basic principles and requirements for data preparation, matters to be agreed among utility providers, data preparation organizations, and data users, and matters that data preparation organizations must observe. The document was produced by adding to and revising a draft based on demonstration and review outcomes from a NEDO project in fiscal year 2025.
The five documents are: (1) Infrastructure Management DX Guidelines: Overview, Version 1.0 (Draft); (2) Infrastructure Management DX Guidelines: Infrastructure Equipment Data Preparation Requirements Definition, Version 1.0 (Draft); (3) Annex C to those requirements: Standard Format Specifications (FY2025 NEDO Demonstration Version); (4) Infrastructure Management DX Guidelines: Infrastructure Management DX Model Agreement, Version 1.0 (Draft); and (5) Infrastructure Management DX Guidelines: Operating Rules for Data Preparation Organizations, Version 1.0 (Draft).
