Cabinet Approves Orders for Amended Architects Act

Overview
The Act Partially Amending the Architects Act (Act No. 74 of 2026), promulgated in July 2026, aims to secure future architects and other professionals and ensure proper contracting.
On October 6, 2026, the Cabinet approved an order setting the effective date for certain provisions of the amended Act and an order making the provisions needed for its implementation.
Details
Among the amended Act’s provisions that will take effect are requirements to conclude written contracts for all design service agreements and construction supervision service agreements concerning design or construction supervision performed by architects, as well as a provision making preparation of an estimate when concluding a contract an effort obligation.
The relevant provisions will take effect on April 1, 2027. The amended Act provides that they will take effect on a date set by Cabinet order within one year of promulgation, and the related orders will be promulgated on October 9, 2026.
A partial revision of the Enforcement Order makes the necessary provisions in connection with the entry into force of the provisions listed in Article 1, item 2 of the Supplementary Provisions to the amended Act.
