Results of Comments on Proposed Radio Review Standards Amendment

Overview
In Japan, services include satellite mobile phone and location information services using Globalstar satellites, as well as services provided through terminals that integrate satellite communication capabilities into the same handset body as a mobile phone.
Globalstar plans to operate its third-generation C-3 mobile satellite system, and services are expected to be offered in Japan in the future.

Details
The proposal partially amends the Radio Law Review Standards (Ministry of Internal Affairs and Communications Order No. 67 of 2001). The Ministry solicited comments from August 7 through September 10, 2026, and published the submitted comments and its views.
The comments and the Ministry’s views are presented in Appendix 1, while the order partially amending the Radio Law Review Standards, enacted in light of the comments (Ministry of Internal Affairs and Communications Order No. 45 of 2026), is presented in Appendix 2. The materials will be posted in the “Public Comments” section of e-Gov and made available for inspection and distribution at the Radio Department’s Basic and Satellite Mobile Communications Division of the Ministry’s Telecommunications Bureau.
