4th Technical Study Group: Sediment/Driftwood, Small/Medium-River Flood Risk
Overview
Based on recommendations following the Noto Peninsula Earthquake in January 2024 and the Noto Peninsula Heavy Rain Disaster in September 2024, the fourth Technical Study Group on Flood Risk Assessment for Small and Medium-Sized Rivers Considering Sediment and Driftwood will be held on September 15, 2026, to examine methods for assessing water-level rises and inundation areas caused by sediment and driftwood. Overview
Following the Noto Peninsula Earthquake in January 2024 and the Noto Peninsula Heavy Rain Disaster in September 2024, the Study Group on Flood and Sediment Disaster Countermeasures Based on the Earthquake and Heavy Rain in the Noto Peninsula was established, and recommendations were presented in June 2025.
Based on the recommendations, a technical study group was established in December 2025 to examine methods for assessing water-level rises and inundation areas caused by sediment and driftwood, as necessary for preparing flood inundation assumption area maps.
Impact
Meeting materials and a summary of the proceedings are scheduled to be posted later on the Ministry of Land, Infrastructure, Transport and Tourism website.

The study group will meet from 15:00 to 17:00 on September 15 in the meeting room within the General Affairs Division of the Water Management and Land Conservation Bureau, on the first floor of Central Government Building No. 3, with web participation also available.
The agenda consists of responses to points raised by committee members at the third study group meeting and a draft revision of the Guide to Preparing Flood Inundation Assumption Area Maps for Small Rivers.
The meeting is closed to the public, but members of the press may observe and take photographs during the opening only. Those wishing to attend should gather at the elevator hall on the first floor of Building No. 3 by 14:45. Photographs cannot be taken during the press briefing after the meeting, and its start may be delayed depending on the proceedings.
