MLIT AI Implementation Policy and Physical AI Strategy for Construction
Overview
Following the 13th Infrastructure DX Promotion Headquarters meeting on August 26, 2026, the Ministry of Land, Infrastructure, Transport and Tourism formulated and published the “MLIT Policy for AI Implementation in Infrastructure” outlining the basic direction for AI implementation in infrastructure, as well as the “Physical AI Strategy for the Construction Sector” as an interim compilation toward introducing physical AI at construction sites. AI is positioned as a foundation for expanding the capabilities of people working on site and accelerating productivity improvements, with sustainable achievement of safety, security, and regional prosperity through collaboration between people and AI established as the basic principle.

Overview
The Ministry of Land, Infrastructure, Transport and Tourism formulated a policy for AI implementation in infrastructure, taking into account the formulation and revision of the Basic Plan for Artificial Intelligence across the government and the status of the growth strategy. It also published a strategy for introducing physical AI at construction sites as an interim compilation.
The AI implementation policy positions AI as a “foundation for expanding the capabilities of people working on site and accelerating productivity improvements” and presents a direction based on collaboration between people and AI.

Based on the AI implementation policy, the Physical AI Strategy presents the basic principles, directions for initiatives, and priority fields for promoting the development and implementation of physical AI.
Implementation will involve establishing a consortium for industry-academia-government collaboration and pursuing initiatives based on on-site needs and technological capabilities. In accordance with the AI implementation policy, efforts are also being promoted to organize technical standards and related materials into structured formats that AI can easily reference, interpret, and recognize. As an initial step, an HTML version with JSON-LD added to the “Draft Common Specifications for Civil Engineering Construction, March 2026” was published.
