Minimum Wage Amounts and Related Data

This collection compiles prefecture-specific materials on minimum wage levels and increases, recommendation and effective dates, ranks, trends in minimum wage increase rates, and trends in the amounts and rates of increase for the minimum wage weighted average. It also covers trends in the gap between the highest and lowest regional minimum wage amounts.

Materials on impact rates and below-minimum rates include breakdowns by prefecture, industry, company size, sex and age, and employment type, sex, and age group. Materials on wage distributions, wage growth rates, and labor mobility likewise examine characteristics, regions, and other perspectives.

The impact rate is defined as the proportion of workers whose wages would fall below the revised minimum wage amount, while the below-minimum rate is defined as the proportion of workers whose wages were below the minimum wage amount before revision. Related materials provide breakdowns by prefecture, industry, company size, sex and age, and employment type, sex, and age group.

The wage distribution materials cover the characteristics of workers employed near the minimum wage, hourly scheduled earnings by worker category, characteristic values for regular workers by prefecture, and differences from the minimum wage. The wage growth rate materials cover Rengo, Keidanren, and the Survey on Wage Revision Conditions, while the labor mobility materials show reasons for mobility and inter-prefectural mobility among workers employed near the minimum wage.

The collection includes major statistical materials submitted to the FY2025 Central Minimum Wage Council, supplementary materials on economic conditions and other matters, results of the Survey on Wage Revision Conditions, materials on public assistance and the minimum wage, and regional minimum wage amounts, below-minimum rates, and impact rates.
