FY2026 Port Study on Floating Offshore Wind Deployment

The Ports and Harbors Bureau is advancing initiatives needed to promote offshore wind power deployment toward achieving carbon neutrality by 2050. Following, among other developments, the presentation last August of targets for forming floating offshore wind power projects in the Offshore Wind Industry Vision (Second Edition), this fiscal year the bureau will compile proposals on port facility scale and more efficient use for large-scale deployment of floating offshore wind power.

The Seventh Strategic Energy Plan, approved by the Cabinet in February 2025, aims to form offshore wind power projects totaling 10GW by 2030 and 30GW to 45GW by 2040.

For floating offshore wind power, the government's target set out in the Offshore Wind Industry Vision (Second Edition), formulated in August 2025, is to form large-scale projects by FY2029 and projects totaling at least 15GW by 2040.

Against the backdrop of these project-formation targets, the Ports and Harbors Bureau is examining the appropriate scale and use of ports to support large-scale deployment of floating offshore wind power.

Based on marine construction scenarios and other matters organized by a public-private working group concerning marine construction and other aspects of floating offshore wind power, the Ports and Harbors Bureau has held this study group since FY2025 to examine port facility scale and more efficient use for large-scale deployment of floating offshore wind power. This fiscal year, it will compile its findings on these matters.

The amended law enabling the installation of offshore wind power facilities in the exclusive economic zone was enacted in June 2025 and entered into force in April 2026.

The first study group meeting will address the scale of port facilities suited to floating offshore wind power and further efficiency improvements in the use of base ports.

The venue is Special Conference Room, 8th Floor, Central Government Building No. 3, 2-1-3 Kasumigaseki, Chiyoda-ku, Tokyo. The meeting will be closed to the public, but its materials and summary of proceedings are scheduled to be posted on the Ministry of Land, Infrastructure, Transport and Tourism's website at a later date.
