ICCR-20 Adopts 20th Anniversary Tokyo Declaration

The ICCR is a regulatory cooperation conference launched in 2007, with participation from cosmetic regulatory authorities in Japan, the United States, Europe, and elsewhere. Its purpose is to maintain high levels of consumer protection worldwide while reducing barriers to international trade.

At this Tokyo meeting, the ICCR's mission and future challenges were organized based on past achievements, and the 20th anniversary declaration was approved.

Implementing the declaration is expected to promote alignment of countries' technical requirements and the sharing of best practices among regulatory authorities, helping reduce institutional barriers for cosmetic businesses expanding internationally.

Dialogue with consumers, industry, and academia, together with greater transparency through digital tools, is expected to strengthen trust in cosmetic regulation and improve the accuracy of information.

In safety assessment, a case study using NAMs for skin sensitization testing was reported, and broader risk assessment will be considered for the next meeting. In electronic labeling, general principles were approved and preparations began for implementation recommendations.

In consumer communication, two new carousel proposals were approved, and work toward publication will continue. The declaration calls for the introduction of NAMs and NGRA, responses to emerging issues, and stronger information dissemination.

Following the United Kingdom's admission, the ICCR members will be Japan, Brazil, Canada, Taiwan, the European Union, Israel, South Korea, the United States, and the United Kingdom. ICCR-21 is scheduled to be held in Tel Aviv under the chairmanship of Israel.
