Survey Overview This is an energy policy survey report (Report Number: 1000059) conducted by the Ministry of Economy, Trade and Industry (METI) in FY2024. It analyzes policy challenges for achieving carbon neutrality goals and ensuring energy security.
Current Status and Challenges Japan has a vulnerable energy structure with 77.2% dependence on fossil fuels, 90.3% dependence on Middle Eastern oil, and a primary energy self-sufficiency rate of only 12.1%. The situation is severe due to rising geopolitical risks and soaring energy prices.
Renewable Energy Expansion Strategy The goal is to achieve a renewable energy ratio of 36-38% in the power source composition by FY2030. The plan includes introducing 30-45GW of offshore wind power generation and investing 2.4 trillion yen in power grid development. The expansion of solar, wind, and geothermal power generation will be promoted.
GX Promotion The use of new fuels such as hydrogen and ammonia will be promoted, and carbon recycling technology development will be advanced. Green transformation in the industrial sector will be accelerated through 20 trillion yen-scale investment utilizing GX Economic Transition Bonds.
Expected Effects The goal is to realize a sustainable energy system through 46% reduction in greenhouse gas emissions by FY2030, 30% improvement in energy self-sufficiency rate, and 20% reduction in renewable energy costs.
