This report summarizes the results of a research and analysis project on policy approaches for improving trading conditions conducted by the Ministry of Economy, Trade and Industry in FY 2024.
In transactions between small and medium enterprises and large enterprises, promoting compliance with subcontracting laws and establishing appropriate trading conditions are important issues for strengthening the management foundation of SMEs and sustainable development of Japan's overall economy.
This project conducted actual situation surveys of inter-company transactions, analysis of successful cases of trading condition improvement, and comparative studies with similar overseas systems. Various trading conditions including price determination processes, payment conditions, contract periods, and handling of technology and know-how were analyzed in detail.
Survey results confirmed that appropriate price transfer has become an important issue against the background of recent raw material price increases and labor cost increases. Additionally, it was revealed that new forms of trading relationships and contract conditions are emerging due to the advancement of digitalization.
For improving trading conditions, it was pointed out that consciousness reform of ordering companies, strengthening negotiation power of SMEs, formulation and dissemination of industry guidelines, and enhancement of monitoring and guidance systems by administration are necessary.
The survey results are expected to be utilized as important reference materials for future subcontracting transaction optimization policy formulation and improvement of SME support systems.
