This report compiles the results of policy-related survey research conducted by the Ministry of Economy, Trade and Industry (METI) in FY2024. It is considered to summarize the outcomes of research that analyzed the effectiveness verification of industrial policies toward sustainable growth of the Japanese economy and future policy directions.
Focus of the Survey Research
This survey conducts empirical analysis on the effectiveness and challenges of industrial policies, taking into account recent changes in economic and social conditions. It verifies the effects and challenges of important policy themes such as promoting Digital Transformation (DX), responding to Green Transformation (GX), and strengthening supply chain resilience.
Analytical Approach
A comprehensive evaluation methodology combining quantitative policy effect measurement with qualitative case analysis is adopted. Systematic evaluation is conducted at each stage of policy input (budget and systems), activities (implementation status of measures), output (direct effects), and outcomes (achievement status of policy objectives). Comparative analysis with similar policies in other countries is also conducted from an international comparison perspective.
Policy Evaluation Results and Improvement Proposals
The survey results clarify the achievements and limitations of current policies and present specific proposals for policy improvement and strengthening. Improvement measures are examined from perspectives such as streamlining policy implementation processes, strengthening coordination among related organizations, and promoting collaboration with the private sector. Additionally, the necessity for mechanisms to enhance policy agility and adaptability to respond to rapidly changing economic environments is pointed out. This report is expected to play an important role as foundational material for future industrial policy formulation.
