Memorandum Overview
The Trump administration announced on September 18 a memorandum on strengthening cooperation in advanced technology fields including artificial intelligence (AI) and quantum technology with the United Kingdom, titled "Memorandum on the US-UK Technology Prosperity Deal." This memorandum differs from the "US-UK Economic Prosperity Deal" agreed upon in May, focusing on strategic cooperation in science and technology fields rather than trade measures.
Strategic Technology Areas for Cooperation
AI and Quantum Technology: Through strengthened cooperation in artificial intelligence, both the US and UK aim to secure future dominance in AI.
Civil Nuclear and Fusion: Advancing technology cooperation in the energy sector.
Next-Generation Communications Technology: Strengthening collaboration in next-generation infrastructure technologies including 6th generation mobile communication systems (6G), positioning, navigation, and timing (PNT).
Research Security: Emphasizing the importance of ensuring security in advanced technology research and development, and highlighting the significance of private investment.
Strategic Positioning of the Administration
Securing Global Superiority: President Trump emphasized the significance, stating it will "help the United States and its ally, the United Kingdom, secure future dominance in AI." White House Science and Technology Policy Director Kratsios stated: "This will enable the United States to export world-class technology, accelerate scientific discovery, and spread innovation-promoting policies globally."
Alignment with AI Action Plan: This memorandum aligns with the "AI Action Plan" announced by the Trump administration in July. The plan aims to strengthen US global superiority in AI and promote exports of US-made AI systems to prevent allies from depending on strategic competitors' technology.
Private Sector Investment Expansion
Coinciding with Trump's visit to the UK, US companies including Microsoft, Google, and NVIDIA announced data center establishment and investment plans in the UK. This aims to create demand for US-made AI semiconductors, with investments from US Big Tech and semiconductor companies expanding in coordination with Trump administration policies.
