According to the latest announcement from the Ministry of Internal Affairs and Communications, the Report 2025 (Draft) was discussed at the 16th meeting of the "Study Group on Realizing a Safe and Secure Metaverse" held on July 23, 2025. This study group was established to examine policy frameworks that balance the healthy development of the metaverse with user protection, with participation from industry, academia, and government experts.
The Report 2025 (Draft) addresses new challenges in metaverse spaces, including impersonation through avatars and deepfakes, harassment in virtual spaces, digital asset ownership issues, and privacy protection. Particular emphasis is placed on the need to address legal and ethical issues arising from the blurring boundaries between the real and virtual worlds. From the perspective of minor protection, recommendations include implementing age verification systems and enhancing parental control functions.
On the technical side, key challenges include ensuring interoperability, strengthening security measures, and implementing privacy protection technologies. The report also mentions the need for developing guidelines for metaverse operators, awareness activities for users, and international regulatory coordination. The Ministry of Internal Affairs and Communications plans to promote measures toward realizing a safe and secure metaverse environment based on this report, in cooperation with related ministries and industry associations.
