This report covers the 5th meeting of the Subcommittee on Organization Management and Human Resource Strategy Aligned with the Times, established under the Study Group on Local Public Service System Responding to Social Transformation, set up by the Ministry of Internal Affairs and Communications.
The subcommittee was held from 1:30 PM to 3:30 PM on Monday, June 23, 2025 (Reiwa 7), in the Local Finance Advisory Council Chamber on the 6th floor of Government Building No. 2, in a hybrid format combining face-to-face and web participation. The meeting reviewed the draft report and reference materials collection based on opinions from the 4th subcommittee members.
The meeting materials included Resource 1 summarizing opinions from the 4th subcommittee members, Resource 2 containing the draft subcommittee report on organization management and human resource strategy aligned with the times, and Resource 3 containing the draft subcommittee reference materials collection, which formed the basis for discussions.
Based on the subcommittee deliberations, the final subcommittee report was published on August 8, 2025 (Reiwa 7). The report consists of three parts: an overview, main text, and reference materials, systematically summarizing contemporary challenges and solutions for local public service systems.
This study group is established as a forum for expert examination of organization management and human resource strategy approaches for local public entities in times of social transformation, aiming to present directions for institutional reforms addressing contemporary challenges faced by local governments, including digital advancement, responses to population decline, and promotion of work-style reforms.
