Response to Data Breaches from Unauthorized Access
Overview
On October 9, 2026, the Ministry of Internal Affairs and Communications issued an alert to help prevent data breaches and other incidents caused by unauthorized access. NICT announced that it had confirmed an A2B attack targeting server vulnerabilities by exploiting connection endpoints and communication mechanisms identified through analysis of publicly available Android apps. Even when an app itself has no vulnerabilities, server-side vulnerabilities may be exploited. NICT recommends checking for intrusions, inspecting for vulnerabilities, and applying temporary mitigation measures.
Key points
- NICT issued an alert about a technique called an A2B attack that exploits analysis data from publicly available Android apps to target the servers they connect to.
- Even if an app itself has no vulnerabilities, server-side vulnerabilities may be exploited, potentially leading to data breaches and other incidents.
- NICT recommends examining logs, checking for vulnerabilities, and restricting unnecessary access.
Overview
Unauthorized access to the information systems of businesses and other organizations handling large volumes of personal information, and the theft of data containing personal information, have been confirmed repeatedly.
In light of this situation, the Ministry of Internal Affairs and Communications issued an alert on October 9, 2026, to help prevent data breaches and other incidents caused by unauthorized access.
Details
NICT confirmed an attack technique that targets server vulnerabilities using information about server endpoints and communication mechanisms obtained by analyzing publicly available Android apps.
Similar problems may occur not only with Android apps but also with iOS apps and web services. Since communications from users cannot necessarily be trusted, it is considered important to implement appropriate authentication and authorization and validate input on the server side, rather than relying solely on controls within the app.
As countermeasures, NICT recommends promptly checking access logs and other records for signs of intrusion; inspecting for flaws in authentication or authorization and vulnerabilities that could allow improper database operations; and quickly implementing temporary mitigation measures, such as restricting unnecessary access, to prevent incidents or limit their spread. The Ministry of Internal Affairs and Communications calls on businesses and relevant organizations to thoroughly implement the necessary security measures in light of the alert.
