To avoid duplicated inspections and other procedures among the countries concerned as much as possible in relation to aviation safety, the Civil Aviation Bureau of the Ministry of Land, Infrastructure, Transport and Tourism has been successively concluding individual mutual recognition agreements and other arrangements with various countries. This agreement is also positioned as part of that effort.
This agreement was concluded between the aviation authorities of Japan and Israel and establishes mutual recognition concerning the airworthiness of aviation products and their implementation procedures.

It was signed by Takashi Ikemitsu, Director-General of the Civil Aviation Bureau on the Japanese side, and Shmuel Zakay, Director-General of the Civil Aviation Authority on the Israeli side.
The detailed provisions concerning implementation procedures were signed by Shigehiko Yamaguchi, Director of the Aircraft Safety Division of the Aviation Safety Department of the Civil Aviation Bureau on the Japanese side, and Baruch Bloch, Director of the Airworthiness Division on the Israeli side.
