Proposals to Validate New Tech for Efficient, Effective Street Tree Inspections

The Ministry of Land, Infrastructure, Transport and Tourism is calling for proposals to verify the effectiveness and other aspects of street tree inspections using new technologies, based on the Guidelines for Promoting Street Tree Inspections formulated in March 2026. Overview
In March 2026, the Ministry of Land, Infrastructure, Transport and Tourism formulated the Guidelines for Promoting Street Tree Inspections, which organized directions and considerations for using new technologies to make inspections more efficient and supplement conventional inspections. This call for proposals is being conducted to promote the use of new technologies.
The verification will confirm the effectiveness and other aspects of technologies that efficiently assess the condition of street trees and identify trees suspected of having abnormalities or trees that should be prioritized for detailed inspection and diagnosis.

Private companies, universities, research institutions, and others are eligible to apply, and joint proposals are also permitted. Applicants should consult the application guidelines in Attachment 2, complete the required information in the application documents, and submit them to the destination specified in the guidelines.
The technologies sought include assessing conditions and extracting potential abnormalities through images and video; extracting potential abnormalities and candidates for detailed inspection using AI and other technologies and identifying inspection priorities; assessing shapes and inclinations using point clouds and measurement equipment; and assessing conditions over broad areas using satellite and aerial data. They also include tree species identification, location data acquisition, electronic inventory creation, GIS conversion, and automatic creation and updating of inspection records.
For the verification, road space within the jurisdiction of the Tokyo National Highway Office will be provided as a field, along with the street tree inventory data held by the Tokyo National Highway Office.
