Overview
The August 2026 Chiba heavy rains damaged many rivers, roads, and other infrastructure. The Ministry of Land, Infrastructure, Transport and Tourism notified local governments of measures to improve the efficiency of disaster assessments for disaster recovery projects in order to achieve early recovery from this disaster.
The areas covered by the efficiency measures are Chiba Prefecture and Chiba City, combining simplified design documents with expanded use of desk-based assessments conducted in writing without on-site assessments.

The measures are expected to accelerate administrative procedures for disaster assessments of disaster recovery projects carried out by affected local governments.
Written assessments will reduce travel time between sites and the personnel required for on-site responses, improving assessment efficiency and easing the burden on local governments and other organizations.

Existing maps and aerial photographs will be used to reduce the on-site surveying and design drawing preparation required to prepare for disaster assessments, enabling assessments to be conducted promptly.
The ceiling for written assessments will be raised from the usual level of less than 10 million yen. The ceiling will be 80 million yen or less for Chiba Prefecture and 104 million yen or less for Chiba City.
Disaster assessment efficiency measures will be applied, based on relevant policies and other guidelines, to prefectures and designated cities that meet certain requirements, such as having more damaged sites than the average number of damaged sites over the past five years, excluding those caused by severe disasters.
