Overview
Following the Third Bicycle Utilization Promotion Plan approved by the Cabinet on May 29, 2026, the Ministry of Land, Infrastructure, Transport and Tourism is working to promote connectivity between bicycles and regional public transport and other services. As one of the plan's five goals, it seeks to eliminate transportation gaps by expanding the role of bicycles in providing regional last-mile mobility and developing a good mobility environment through connectivity with regional public transport.
The seminar aims to share national measures for bicycle utilization and transportation gaps, along with advanced connectivity examples from local governments and private operators, thereby encouraging the wider adoption of good practices and building momentum for bicycle utilization in regional transport.

Details
The seminar will be held online via a Microsoft Teams webinar on September 14, 2026 (Monday), from 10:30 to 11:30, with free participation. Applications can be submitted through the registration form, and the deadline is 17:00 on September 10, 2026 (Thursday).
The topics are strengthening connectivity with public transport based on the Third Bicycle Utilization Promotion Plan and strengthening connectivity with bicycles in regional public transport. Both topics will be explained by the Ministry of Land, Infrastructure, Transport and Tourism.
Advanced examples will include Kintetsu Railway Co., Ltd.'s Ise-Shima cycle train, bicycle sharing connected with Mobility as a Service, and tourism development and public transport connectivity along the Shimanami Kaido by Shimanami Japan. From local governments, the seminar will cover plan coordination by Yuzawa Town in Niigata Prefecture and initiatives by Ehime Prefecture toward creating a new bicycle culture.
