On Reiwa 8, September 1, the Port Bureau announced the revision of the Trial Manual for Considering the Introduction of Precast Methods in Port Works and the organization of a collection of examples as initiatives to promote work-style reform, secure future workers, and improve productivity in port works.
This revision is intended to enable more appropriate evaluation of the advantages of precast methods and facilitate their use in considering future introductions.

Details
The manual was established in Reiwa 5, July, to present a method for comprehensive evaluation—including labor saving, shorter construction periods, and improved working conditions—using VfM (Value for Money) in addition to the conventional economic evaluation.
Following the identification of multiple cases in which introduction was considered and the issues associated with them, discussions and deliberations were held by the “Committee for Promoting the Introduction of Precast Methods in Port Works,” composed of academic experts and relevant industry organizations, leading to the revision to the second edition.
A precast method is a construction method in which part or all of a port structure is built using concrete components manufactured in advance at a work yard behind the site or at a factory, instead of placing concrete at the site. VfM refers to a method of adopting the option that provides the highest value for the payment.
