Priority Policies and Budget Information

“Priority Policies and Budget Information” is an information page in the Ministry of the Environment’s “Policies” section. The page shows the hierarchy of Home, Policies, and Priority Policies and Budget Information, and organizes guidance to related materials by fiscal year.

The current fiscal-year categories are FY2026, FY2025, and FY2024, followed by continued fiscal-year listings from FY2023 through FY1996. FY2026 contains “FY2026 Budget” and “Other,” while FY2025 contains “FY2026 Budget,” “FY2025 Supplementary Budget,” “Reserve Funds,” and “Other.”

The page is structured so that materials concerning the Ministry of the Environment’s priority policies and the formation, execution, and settlement of budgets for each fiscal year can be reviewed by combining fiscal year and material category. For recent fiscal years, material categories are specified explicitly; for prior fiscal years, budgets, settlements, financial statements, reserve funds, and receivables information are listed by fiscal year.

FY2025 includes an outline of the supplementary budget proposal, details by item for Supplementary Budget No. 1, an outline of reserve funds, preliminary notification information for public works, and the relationship between policies and their budgets. FY2024 contains categories for the FY2025 budget, the FY2024 supplementary budget, reserve funds, the FY2024 settlement, and other materials, including an outline of reserve funds, the execution status of general-account reserve funds, and the relationship between policies and their budgets and settlements.

Settlement-related information includes the publication of the FY2024 ministry-by-ministry financial statements and disclosures concerning national receivables in the general and special accounts. Examples of special accounts include the Energy Supply and Demand Account, the Electricity-Power Development Promotion Account, and the Nuclear Damage Compensation Support Account within the Energy Policy Special Account, as well as the Great East Japan Earthquake Reconstruction Special Account.

Materials for prior fiscal years include ministry-by-ministry financial statements, policy-based cost information, the relationship between policies and their budgets and settlements, disclosures concerning national receivables, special-account information, priority policies, tables by matter for budget proposals, preliminary budget requests, supplementary budgets, reserve funds, and preliminary notification information for public works. FY2011 also includes projects related to reconstruction after the Great East Japan Earthquake, priority measures for Japan’s rebirth, and the Budget Monitoring and Efficiency Team; FY2004 includes information on the Three-Part Reform; and FY2001 includes the “Wa no Kuni” Development Plan.
