Project PLATEAU Conducts FY2027 Information Request (RFI#1)

Project PLATEAU is an initiative led by the Ministry of Land, Infrastructure, Transport and Tourism in collaboration with various players to realize urban digital twins. Since its launch in FY2020, it has focused on demonstrating the potential of 3D city models while advancing solution development, community building, and technological development across various fields.

As of the end of FY2025, 3D city models had been developed in 329 cities, with their use advancing mainly in urban planning and disaster prevention.

The Ministry of Land, Infrastructure, Transport and Tourism states that it needs to broaden the base of model adoption and establish use in urban policy to ensure the initiative progresses sustainably and autonomously.

The information provided through the RFI will serve as a reference for considering initiatives for FY2027.

The Ministry of Land, Infrastructure, Transport and Tourism will conduct the Information Request for Promoting the Project PLATEAU Initiative (RFI#1) (for FY2027), concerning the development, use, and open data release of 3D city models.

The background includes the following priorities set out in PLATEAU Vision 2026, published by the Ministry of Land, Infrastructure, Transport and Tourism on July 17, 2026: [1] improving the efficiency of data development and updating, [2] further promoting service implementation, and [3] expanding urban digital twins overseas.
