5th Expert Panel on Land Acquisition and Use to Discuss Consolidation

In the past, land policy focused on supplying residential land and adjusting land demand during the period of rapid economic growth, as well as preventing speculative transactions and soaring land prices during the bubble economy. Today, appropriate land use and management have become challenges amid declining demand for land due to population decline and other factors.

In recent years, public awareness of appropriate national land use has grown, prompted by concerns about inappropriate land use and land acquisition by foreign nationals.

On March 27, 2026, the Ministry of Land, Infrastructure, Transport and Tourism established the Expert Panel on Land Acquisition and Use and is examining necessary response measures, including the development and review of systems, regarding issues arising in connection with land acquisition and use. The panel will examine not only existing systems such as the notification system for large-scale land transactions, but also whether the information sought by the public is being sufficiently collected and whether the collected information can be effectively used to resolve issues.

The venue is Conference Room 1S on the first floor of TKP Toranomon Conference Center, located at Nishi-Shinbashi 1-Chome Building, 1-24-14 Nishi-Shinbashi, Minato City, Tokyo. The agenda consists of discussions and an exchange of views concerning consolidation. The meeting will be closed to the public, but members of the press may attend and take photographs at the opening; preregistration is required. A summary of the proceedings and related materials will be posted on the Ministry of Land, Infrastructure, Transport and Tourism website at a later date.
