Launching the Frontline First Initiative

The Frontline First Initiative is an effort to make social infrastructure safe and sustainable and achieve a strong economy. The Ministry of Economy, Trade and Industry and the Ministry of Land, Infrastructure, Transport and Tourism are launching it in cooperation with relevant ministries and agencies.

On July 14, 2026, the first FFI Public-Private Partnership Forum was held with the participation of industry associations and stakeholders involved in social infrastructure such as electricity, as well as relevant ministries and agencies. They shared challenges in ensuring safety and future directions.

Going forward, the public and private sectors will work together to advance the initiative to ensure the safety, maintenance, and development of social infrastructure. They will share and showcase achievements, challenges, and best practices in technology adoption and workforce training.

Ordering parties, prime contractors, and partner companies will collaborate to encourage partner companies to invest in their workforce and improve productivity. The initiative will promote support for using assistance programs, the cross-industry rollout of best practices, and public relations.

The overall framework includes the Public-Private Partnership Forum, a portal site, and theme-based study groups. The portal site will publicize best practices and assistance programs, while the study groups will organize challenges, set priorities, and formulate draft proposals.

In the workforce area, the initiative will consider compensation systems suited to occupations and skill levels, skills transfer, and workforce recruitment and training. In the technology area, it will address support for introducing labor-saving technologies and reviewing safety-related systems.
