Draft Decision on the Second AI Basic Plan

On July 10, 2026, the fifth meeting of the Artificial Intelligence Strategy Headquarters was held at the Prime Minister’s Office, where the draft basic plan based on the AI Law and the “Interim Summary of the Sector-Specific Strategies for Vertical AI” were discussed. Prime Minister Takaichi stated that the draft of the second AI Basic Plan had been decided.

In light of the benefits of high-performance AI for solving challenges and strengthening national capabilities, as well as risks such as misuse in cyberattacks, the policy is to advance “AI Transformation,” or AX, through trustworthy AI.

“Japan AX” will begin with government administration as an initiative to transform administration, industry, and daily life and make Japan stronger and more prosperous. The government will accelerate its deliberations to present a concrete vision of a society as a whole driven by “trustworthy AI.”

The pillars of the plan are public- and private-sector investment in vertical AI and physical AI. Using the “Strong and Affluent Japan Investment Framework,” strategies will be formulated and concentrated investment made in three areas: industrial structural reform and international competitiveness, resolving labor shortages, and defense and cybersecurity.

The relevant ministries and agencies will promote human resource development, the creation of field records and decision-making support, and an AI and data integration platform. For physical AI, they will advance the development of a domestically produced development platform, research and development, mass-production investment, and deployment support for AI robotics, as well as the creation of a globally central hub.

In addition, regulations, institutions, operational rules, and related systems, including the AI Law, will be reviewed, and the functions and organizational structure of AISI will be strengthened. To advance technological development support, international cooperation, and institutional reviews, the government will also use external technical personnel to establish its promotion structure.
