This study investigated the actual state of cooperation between housing and welfare departments in local governments nationwide, clarifying institutional and operational challenges in housing support. The survey revealed that insufficient information sharing between departments and lack of cross-organizational cooperation systems are barriers, with particularly severe constraints on human resources and budgets in small municipalities. However, best practices exist, such as establishing housing support councils and centralizing service windows, which enhance support effectiveness. Future requirements include institutional design premised on inter-departmental cooperation, flexible implementation, and development of support models tailored to regional characteristics. A comprehensive approach integrating housing and welfare policies is essential for supporting those requiring special consideration for housing.
