Background of Investigation Initiation The Ministry of Economy, Trade and Industry (METI) and the Ministry of Finance, following examination of the application submitted by AGC Inc. to the Minister of Finance on June 19, 2025, for extending the anti-dumping duty period on potassium carbonate from the Republic of Korea, recognized the necessity for investigation based on relevant laws and regulations and decided to initiate a joint investigation. Potassium carbonate is generally a white powder or colorless liquid, widely used as a raw material for kansui added to Chinese noodles, detergent ingredients, and glass materials including LCD panels. Current Taxation Status Currently, anti-dumping duties at a rate of 30.8% are imposed on potassium carbonate from the Republic of Korea for the taxation period from June 24, 2021 (Reiwa 3) to June 23, 2026 (Reiwa 8). This application seeks extension of this taxation period, with METI and the Ministry of Finance jointly conducting investigations to determine the necessity of extension. Investigation Procedures and Duration The investigation is scheduled to conclude within one year in principle. Going forward, opportunities for evidence submission by interested parties will be provided, along with objective evidence collection through fact-finding surveys of Republic of Korea companies and domestic Japanese companies. Based on these results, determinations will be made regarding whether facts of dumped goods imports and substantial injury to domestic industry from such imports will continue or are likely to recur after the taxation period expires, in accordance with WTO agreements and relevant domestic laws and regulations. Impact on Policy Decisions The investigation results will serve as important grounds for government decisions regarding the necessity of extending the anti-dumping duty taxation period. Careful investigation and evaluation will be conducted from the perspective of maintaining a fair competitive environment in Japan's chemical industry and protecting domestic industry. Both ensuring competitiveness of domestic manufacturers including AGC Inc. and proper operation of trade rules based on WTO agreements are required.
