Second Meeting of the Working Group on Price Competition Implementation Methods, Radio Spectrum Effective Utilization Committee

The Ministry of Internal Affairs and Communications held the 2nd meeting of the Value Competition Implementation Method Study Working Group under the Radio Spectrum Effective Utilization Committee of the Information and Communications Council on August 6, 2025, via web conference. The meeting discussed responses to questions from the first meeting, a draft outline of key issues regarding value competition implementation methods, and detailed designs of auction systems in various countries. Particular focus was placed on examining detailed auction mechanisms such as ascending bid methods, drawing on advanced international practices. Materials distributed included responses to questions from the first meeting, a draft issue outline, and case studies of overseas auction systems. Through specialized discussions, the meeting continued to develop specific implementation methods for value competition systems to achieve efficient radio spectrum allocation. Future deliberations will continue to advance the institutional design for introducing value competition systems in Japan's radio wave policy.
