The National Personnel Authority conducted a survey of 782 successful candidates from the 2025 National Public Service Examination (Comprehensive Career Track) hired in April 2025, publishing results on July 29, 2025. The survey achieved a very high response rate of 767 responses (98.1% recovery rate), providing detailed analysis of new employees' work attitudes and motivations.
Most notably, a record high number cited "ability to work for the public" as motivation for civil service. The top three specific motivations were "ability to work for the public," "meaningful work," and "ability to work on large-scale projects," indicating that social significance and impact are recognized as primary attractions of public service.
