The Ministry of Internal Affairs and Communications published the distributed materials for the "Study Group on Ensuring Governance of Broadcasting Operators (2nd Meeting)" held on July 29, 2025.
This study group was established in response to a series of problems surrounding Fuji Television, aiming to verify governance issues specific to broadcasting operators and examine countermeasures for the entire industry. The 2nd meeting was held from 1:00 PM to 3:00 PM via web conference format, conducting hearings from related parties and opinion exchanges.
Seven materials were distributed at the meeting, with particular attention to two submitted materials from the Japan Commercial Broadcasters Association (NAB). Material 2-2-1 presented "Survey Results on Corporate Governance of Private Broadcasting Operators," providing detailed reports on governance practices across the industry. Material 2-2-2 outlined "NAB's Initiatives Regarding Human Rights Respect, Compliance Thoroughness, and Governance Ensuring" as specific initiative policies by the industry organization.
Discussions on production site issues also occupied an important position, with materials presented by the Ministry of Internal Affairs and Communications on appropriate production transactions for broadcasting content, and submitted materials from the All Japan Television Program Production Companies Association. These indicate discussions on structural issues such as subcontracting structures and harassment problems at production sites in the broadcasting industry.
Three members - Ueda, Hayashi, and Fukamizu - submitted materials, providing recommendations for governance strengthening from their respective professional perspectives. The study group is examining the construction of effective measures from both aspects of autonomous initiatives by private broadcasting operators and institutional framework development while organizing previous discussions.
The article shows that governance reform in the broadcasting industry has begun in earnest as a public-private collaborative effort, with industry organizations' proactive initiatives and administrative institutional development proceeding in coordination.
