China's Shandong Province Bureau of Industry and Information Technology announced on August 14, 2025, the "Notice on Implementation of 'Robot+' Innovation Products and Application Scenario Recruitment," launching full-scale robot industry development.
10 Priority Areas for Robot Industry Development
Shandong Province has designated the following 10 areas as priority sectors to meet social improvement and economic development needs:
- Manufacturing - Welding, assembly, transportation robots
- Agriculture - Agricultural automation robots
- Construction - Construction work robots
- Energy - Energy-related work robots
- Commercial logistics - Logistics automation robots
- Medical and health - Medical support robots
- Care services - Care support robots
- Education - Educational support robots
- Commercial community services - Service robots
- Safety, disaster prevention, and extreme environments - Special environment robots
Four-Sector Robot Platform
Building a platform covering four sectors:
- Industrial robots
- Service robots
- Special robots
- Humanoid robots
Promoting advanced integration of robot industry and artificial intelligence (AI), aiming to transition from traditional work models to embodied AI work models.

Manufacturing Sector
- Robot products: Welding, assembly, transportation robots
- Application scenarios: Smart inspection, electrical equipment manufacturing, semiconductor wafer transport
Medical and Health Sector
- Robot products: Consultation services, surgery, intensive care, testing and sampling robots
- Application scenarios: Fully automated image diagnosis and treatment, high-precision positioning, remote surgical treatment
Care Services Sector
- Robot products: Bathing assistance, rehabilitation training, security monitoring robots
- Application scenarios: Dementia care, smart housework
Ambitious Development Goals (by 2027)
Shandong Province has set the following targets in the "High-Quality Robot Industry Development Action Plan (2025-2027)":
- Robot manufacturing industry scale: Over 50 billion yuan (approximately 1.05 trillion yen)
- Leading companies with production value over 2 billion yuan: Cultivate 3 or more companies
- Provide subsidies of up to 2 million yuan
Current Industry Foundation
Shandong Province has already become an important robot manufacturing base in northern China:
- Number of robot-related companies: Over 200 (as of end of 2024)
- Annual total operating revenue: Approximately 30 billion yuan
- Average growth rate over past 3 years: Over 15%
Selected products and application scenarios will be listed in the "Shandong Province Robot Innovation Products and Application Scenarios Recommendation List," with policy support provided for scenarios expected to be realized within 1-2 years.
